For those with mobility difficulties, finding a parking space close to their destination makes all the difference in everyday life. The disabled parking card is therefore a solution to make access easier. It is a special permit that allows you to park in reserved spaces and, under certain conditions, in other places more conveniently.

But how can you obtain this card? Who is entitled to it? What are the advantages? We are going to tell you everything you need to know.

What is the disabled parking card?

It is a document that allows the holder to use parking spaces reserved exclusively for people with disabilities. The card also allows you to park in places not authorised for parking, provided it is absolutely necessary and for a short period of time (without affecting the movement of pedestrians or other vehicles).


As it is a card assigned to the person and not to the vehicle, it can be used in any car that transports them.

How does it work?

As it allows you to park in reserved spaces or in places where it would normally be prohibited, it must be placed visibly on the car’s windscreen, and may only be used by the holder, whether as driver or passenger.

Improper use may result in fines and confiscation of the permit.

Who can apply for the parking card?

To obtain this card, you need to meet certain requirements. The application can be made by anyone who has:

  • A permanent motor or physical disability, with a degree of incapacity equal to or greater than 60%
  • An intellectual disability or Autism Spectrum Disorder (ASD), also with a degree of incapacity equal to or greater than 60%
  • A permanent visual impairment, with a degree of incapacity equal to or greater than 95%
  • A cancer-related illness with an incapacity equal to or greater than 60%, provided the medical certificate indicates difficulties in moving around on public roads
  • A disability recognised by the Armed Forces, provided it is certified by the corresponding Armed Forces disability card and with a degree of incapacity equal to or greater than 60%.


The card is granted with no age restrictions and can be requested at any time.

How do you apply for the disabled parking card?

1. Online (IMT Online)

  • Go to the Portal of the Institute for Mobility and Transport (IMT) and log in with your tax authority details, Citizen Card or Chave Móvel Digital (Digital Mobile Key)
  • Choose the option “Parking card for people with disabilities”
  • Fill in the form and attach the necessary documents (which we will list below)
  • The card is sent by post to the address provided.

  • Hand in the necessary documents
  • The card will be sent by post to the registered address.

Required documents

To apply for the disabled parking card, gather the following documentation:

  • Model 13 IMT application form (completed and signed)
  • Identification document (Citizen Card or, in the case of foreign citizens, residence permit or passport with a valid visa)
  • Multi-purpose medical certificate of incapacity, proving the required degree of incapacity.

Advantages of the parking card

How do you request a parking space near home or work?

If you already have a disabled parking card and want to secure a reserved space near home or your place of work, you should contact the municipal services in your area of residence.


The request is made through a specific application, addressed to the council president or the municipal services, indicating the location where you would like the private parking space. The duration of the authorisation varies according to each municipality’s rules.

How much does the card cost and how long is it valid?

The disabled parking card is free.


It is valid for 10 years, unless the medical certificate sets a period for reassessment of the incapacity. Whenever you use the card, it must be placed on the car’s dashboard, in a visible position.

Fines and penalties

Parking in a space reserved for people with disabilities without the card can be costly. This offence is considered serious and may result in:

  • A fine of between 60 and 300 euros
    Loss of two points on your driving licence
  • Possible driving ban of between one month and one year
  • Towing of the vehicle and associated costs.
